Introduction:

 

The Kingdom of Saudi Arabia (KSA) is the largest and richest of the Gulf States. KSA currently boasts the largest market for healthcare products and services in the Gulf region. KSA has worked diligently to broaden the scope of its medical knowledge and capabilities. In doing so, the kingdom has achieved success in performing some of the world’s most complicated medical procedures, including organ transplant and neurosurgery. More over, Saudi Arabia has worked to expand affordable healthcare coverage and facilities not only within the country itself but throughout the region and North Africa. Saudi Arabia has emerged as an epicentre of advanced medicine and healthcare in the region.

 

Market size:

 

In 2008, the Saudi market for medical equipment and supplies was estimated at $ 781 million, or $31 per capita. It is the largest market of the GCC countries, in value terms, comparable to South Africa. Saudi Arabia produces very little medical equipment, so almost the entire market is supplied by imports.

 

Market Development

 

The Saudi Arabian market for medical devices is expected to grow very strongly, spearheaded by heavy infrastructure growth encompassing the rapid expansion of new hospitals & health centres countrywide and the growth of the private sector.

 

New healthcare facilities, coupled with the government’s plan to recruit more healthcare personnel from overseas, will inevitably see an increase in procurement of medical equipment and supplies and other capital goods needed for these new centres. 

 

Although the oil revenues have fallen steeply, the Saudi government is continuing to invest heavily in health infrastructure development, which in 2009, was second only to education & manpower in terms of budget allocation.  A total budget of $ 13.9 billion) has been allocated for health and social affairs for 2009. This allocation is equal to 23.2% of the government’s total budget.  For health care alone, government capital spending will include  establishing new health centres, 86 new hospitals with a capacity of 11,750 beds and further development of the Saudi Red Crescent.

Currently, three-quarters of health expenditure is by the public sector while around 25% is spent by the private sector.  This balance is likely to change in the near future, as the government tries to ease the burden on the public healthcare system by promotion of health insurance and privatisation of healthcare facilities. In October 2008, the Saudi Arabian General Investment Authority (SAGIA) announced plans to privatise or outsource the management of 218 hospitals, with a further 2,000 planned hospitals and clinics to be put under the administration of a fund overseen by the Ministry of Health. .

The origin of imports

 

The USA is the leading supplier of medical equipment to Saudi Arabia by some considerable margin, with shipments valued at $ 270.3 million, equal to a 42.1% share.

 

The EU-25 supplied 34% of imports valued at US$222.1 million. Germany is the leading EU supplier, with shipments amounting to $ 101.1 million, or a share of 15%.  They supply mainly MRI equipment, CT scanners, medial alpha beta & gamma ray apparatus, dental drill engines and dentist chairs.  Other prominent suppliers form the EU included UK ($ 30.7 million), Italy ($ 21.0 million and France ($15.3 million).

Japan and China are the only significant Asian suppliers with shipments amounting to shares equal to 4.4% and 4.3% respectively.  Switzerland represents 4.3 % of the total Saudi import of medicine and medical equipment, with shipments worth of $ 27 million.

A number of countries have established niche markets in Saudi Arabia i.e. Ireland is the leading supplier of pacifying preparations, Turkey is the main supplier first aid kits, Oman provides the majority of surgical gloves, and Italy has its share in the supply of artificial teeth, whereas Denmark has a dominant position as a supplier of hearing aids.

 

 

 

Investments & Government programs:

The medical device and supplies market is expected to grow strongly in Saudi Arabia over the next few year because of large investments in infrastructure and manpower development, coupled with likely growth of the private sector. It is expected that the device market will expand at an average 8.7% per annum. This will take the Saudi market to just under $ 1.2 billion by 2013.  .

 

 

The government is continuing to invest heavily in health infrastructure (hardware) development, which in 2009, was second only to education & manpower in terms of budget allocation for capital expenditure. The government has ambitious plans for establishing new health centres and, hospitals with an extra capacity of 11,750 beds.

At the moment the Saudi government is working on expanding the health insurance sector, which in 2009, is valued at around $ 1.3 billion).

 

Projects:

 

In March 2008, the Ministry of Health signed a number of contracts for the construction of three major hospitals: a 200-bed hospital in al-Hasa at a cost of $ 54.4 million and two 100-bed hospitals ($ 46.1 million) in Al-Laith on the Red Sea coast north of Jeddah and at Mekhawah in the Baha region.

Al-Kefah Holding Company and Al-Mobti Contracting Company have been selected for the above-mentioned projects. The projects also include the installation of computer systems in some 50 hospitals and 300 healthcare centres.

 

List of projects:

-          Seven hospitals with a capacity of 500 beds in Khamis Mushayt, Mahayel, Al-Farsha, Al-Muda, Al-Harja, Ballhamar, and Wadi Tarj, valued at $ 97.5 million.

-          Plans to build new hospitals in Wadi Adawasser, Dawadmi, Qurwaieya, Reen, Houtat Sudair, and Jamsh are also underway. 

-          In Ras Tanura, a $ 231 million project to build a training branch centre for the Saudi Arabian Red Crescent Society as well as a 9.8 million heath project, will start soon.

-          Other hospitals with a capacity of l500 beds will be built in northern and eastern Riyadh.

-          Prince Salman Hospital in Riyadh will include two emergency medical towers worth of $1.7 million total and each with a capacity of 400 beds.

-          Another ambitious project is the 2 million square meter University City in Dammam, undertaken by King Faisal University. The flagship of the University City will be the Male Medical Centre, which will integrate five medical colleges; the applied Medical Science College, The College of Medicine, the College of Dentistry, the Basic Science College, and the School of Nursing. At an estimated cost of $ 39 million, the project has entered the first phase of construction with completion expected in 2012. The University City will also feature a 500-bed university hospital, a 75 bed psychiatric ward, and a 75 bed physiotherapy ward. Long term development plans include the construction of a Female Medical Centre with an all-female faculty. Identical male and female medical centres will be built at the King Faisal University campus.
